FOULD, ACHILLE(1800-1867)-  french financier + politician. b. p aris. son of a rich jewish banker. succeeded his pa  in business. as early as 1842, he entered political life, elected deputy for the hautes Pyrenees, +  from then active in country affairs. readily acquiesced in the 1848 revolution, + said to have exercized an influence in financial matters on  the provisional govt formed. shortly after wrote pamphlets on paper money. during president louis napoleon, he was 4 times minister of finance + took part in economical reforms. his strong conservative tendencies led him to oppose free trade. 1/1852, in consequence of the decree confiscating property of the orleans family(TRUMP PLEASE. HE OWES US), he resigned + same day appt senator + soon rejoined govt as minister of state + the imperial household. directed the paris exposition in 1855. events of 1860. resigned, but recalled.  the publication of the imperial letter of 1/19/1867, when m emile olivier became the emp's chief advisor. during his last tenure, he h ad reduced the floating debt, which the next war had increased, by the negotiations of a 300 mil franc loan. f liked fine art too. had visited italy as a youth.
