RANDOM ENCYCLOPEDIA BRITANNICA
FRANCE..............in these yrs(1804-1804) NB not only crushed the spirit of the 2 chambers + the tribunate, but also passed on boldly to reconstruct french society, a much harder task. directly after the peace of amiens, when france was tranquil, NB made terms w/ the papacy + by the concordat reconstructed the church of france. all the old divisions were swept away; 10 archbishoprics were newly mapped out by NB + pius VII: peremptorily put an end to the schism between refractory + constitutional clergy, + so cut away from the ancient monarchy its chief support. the traditional life of the church was rudely cut off; the authority of the state was displayed in full; the constitutionalists were mortified. from this moment dates the friendship between NB + the church of rome; also that secret hostility between the clergy + the army which has often since that period produced results none the less striking because their origin was concealed. for the time the paramount authority of NB over the army made resistance impossible. the weak point was the CERTAINTY that in their hearts the courtier-like clergy would prefer a BOURBON to a napoleon; + this too history has provided more than 1 proof. still for the time, in church, as in the army, the step was successful,
+ gave strength to NB's position. the emigrants also returned, thanks to an armistice, + in large #s took an oath to respect the new govt. it was a bold + hazardous step, which NB after saw good reason to regret. an exiled adherent of a lost cause never changes, never learns prudence, is never satisfied w/ the de-facto ruler; his mind is warped(the rile) his moral sense, in matters political vitiated; the existing govt has in him a secret enemy, a plotter + intriguer, a fierce fanatic outwardly subdued, inwardly smoldering + ready to burst whenever the breath of a royal whisper fans the ember.
in restoring the catholic clergy + the ancient nobles to france, NB affirmed a principle hostile to the revolution, necessary for a despotism. NB must have the classes of society "'"intermediate", as he said, "between the people + the powers",(reagan) to settle the bases of the republic, "one must throw on the sand some masses of granite", an apt illustration of the way in which this despot determined to crush all liberty in france. unfortunattely for him his heavy "masses of granite", while they crushed the people, was a bad foudation for himself. the same motive led him to reorganize education + to establish the university- in his hands a mere creature of power, a machine to turn out public officers, + to centralize + unify all education in france.
