Looks like spare parts with a matching paint job. Needs a second hook - where the tail fin is to keep from tangling with the forward hook.

it is missing a treble hook. but one on the tail would defeat the 'minnow' action.
it is quite funny how much man will work to catch a fish. my grandpa used fish eye when we ran out of bait.
