I keep thinking that to belatedly send reinforcements and then call it a surge is a lot like putting lipstick on a pig. Probably easier than getting the pig to hold still.
If you redefine the reinforcements to include paying people not to kill you, you now have self-induced blackmail. And you have to keep on paying. One lump-sum payment ain't gonna work.
