Is that the Austrian double-headed eagle? 1682 doesn't mean a thing to me.
An indication of size would be nice although it probably wouldn't help any. Even I can see that there is a difference between what the thing is and what the design means.

might be austrian eagle. or many other european counties way back when. out of my price range. i have to get lucky and find stuff at estate sales. and i did.
